Two Rivers Activity Center

The Jamestown Parks and Recreation Department selected Interstate Engineering to provide owner’s representative services for the Two Rivers Activity Center (TRAC). This 25-million-dollar project included a new activity center consisting of a community aquatic facility, gymnasium, fitness center, and sports bubble.

Interstate Engineering provided owner’s representative services for the completion of the entire facility. Interstate Engineering’s contracted responsibilities included reviews of design challenges, cost estimates, scheduling projections, change orders, shop drawings, and participating in weekly construction meetings and on-call services for the Jamestown Parks and Recreation Department. We helped coordinate efforts between the department, the design team, and the contractors to help ensure compliance with applicable regulations, programming issues, budget limitations, and scheduling milestones. Our experience with construction projects and familiarity with the local conditions and environment allowed us to help the Jamestown Parks and Recreation Department optimize the design to be within budget and identify and meet the applicable requirements for the project. We kept and organized the construction records for the department, including testing reports, requests for information, change orders, pay estimates, shop drawings, operation and maintenance manuals, and other documentation that are part of the daily operations of such a project.

Working closely with the owner and construction manager at risk proved beneficial in relocating construction items to the owner. Providing insight and suggestions to the Jamestown Parks and Recreation Department ensured the community received the best project possible and stayed within budget. As the project was financed by sales tax revenue, it was imperative to stay within budget. In addition, with the project’s high profile in our community, it was essential to meet the timeline. With Interstate Engineering working as the owner’s representative and working closely with the owner and construction manager, the project was completed on time and within budget.
