Interstate Engineering partnered with the City of New Rockford to rehabilitate critical airfield infrastructure at Tomlinson Field, addressing pavement deterioration and safety deficiencies that could no longer be managed through routine maintenance. Improvements included full-depth runway rehabilitation with hot bituminous paving, rehabilitation of the north and south taxiways, apron reconstruction, access road improvements, and reconfiguration of apron and tie-down areas to improve aircraft circulation and overall airfield functionality.
A primary project challenge was restoring pavement structural integrity while maintaining cost efficiency. Interstate Engineering evaluated multiple rehabilitation alternatives and developed a full-depth reclamation strategy that maximized the reuse of existing materials while meeting current aviation design standards. Runway and taxiway safety areas were also regraded to improve compliance with current criteria and enhance operational safety.
Interstate Engineering provided integrated design, funding coordination, and construction engineering services throughout the project. The project was supported by funding from the North Dakota Aeronautics Commission, in partnership with local contributions, and was completed in October 2025. The resulting improvements deliver a durable, long-term solution that enhances safety, improves airfield performance, and supports the continued operation of this critical regional airport.
